Public Law 92-500 requires that a facility plan be developed for wastewater system majorimprovements and/or new facilities. The planning strategy requires the plan developer to forecastfor the 20-year peak load (hydraulic and organic) condition to be identified and then designedfor. The planning effort needs to develop a cost-effectiveness analysis to determine the leastcostly alternative to be implemented. The process does not require energy efficiency to beincluded in the evaluation. At this level of planning, energy efficiency could be addressed bydetermining how the proposed improvements would operate at existing conditions and for futureconditions and not only focused on the 20-year projection.This provides the planning engineer, designer and facility management the opportunity to worktogether to be sure that existing conditions are addressed and evaluated to provide equipmentselection and operational procedures that will result in energy-efficient operation throughout thelife of the improvement and overall facilities.Being aware of this opportunity, the State of Wisconsin through its statewide energy program,Focus on Energy, commissioned its industrial program consultant, Science ApplicationsInternational Corporation (SAIC) to develop and implement a water/wastewater energy efficiencyprogram as a component of the overall industrial program. The goal of the designed program was to have energy efficiency modifications implemented atwater/wastewater systems. The paper lists General Best Practices for both the water and the wastewater industries; and, specific water supply energy best practices are listed along with wastewater treatment energy best practices.
