CWW's loss of knowledge in the next five to ten years could be significant.Leadership positions were at considerable risk due to retirement eligibility of incumbentsCWW needed to focus on developing a plan to determine skills and competencies required for key positions and identify leadership development opportunities for current staff.Long-term plans should include implementation of structured cross-training, knowledge transfer, and OJT programs. CWW adopted a program that consisted of four integrated and supporting componentsdesigned to address the skill and knowledge development of the entire workforce.
